What a jurisdiction is
Wherever a separate registration and a separate declaration are required. That is a country in Europe and a state in the US, because that is how the laws were written.
Under each sit the schemes that actually collect (PackUK, Citeo, ZSVR/LUCID, Circular Action Alliance, Recycle BC) and the obligations that carry the dates and thresholds.

Materials
The app holds one neutral spine of materials - the UK's eight categories, because every other scheme's categories fold into them. Each jurisdiction can then say what it calls a material through a mapping, so packaging is entered once and reported in whatever dialect the destination speaks.
Rates
A rate is per tonne, per material, for a period, with:
- Status - confirmed by the regulator, illustrative (published ahead of the real figures and certain to change), or our estimate.
- Modulation - a multiplier for green-rated and red-rated packaging. The UK's year-two figures are about a 9% discount and a 20% surcharge.
- Source - the URL it came from, and the date a person last checked it.

Why every figure carries its source
Rates and deadlines move every year. An app that quietly reports last year's number is worse than one that admits what it does not know. So:
- Anything not verified within twelve months is flagged needs re-check.
- A declaration computed on illustrative rates says so on its face.
- The evidence pack records the source URL of every rate it used.
This is also what the Regulatory Data Service pays for: somebody checking these against the regulators and stamping them.
Adding your own
Configuration is editable by a Compliance Manager. Add a jurisdiction, a scheme, an obligation or a rate for a market we have not seeded, and the radar, calendar and declarations pick it up immediately. Put the source URL on it - future you will want it.
