A period, a market, and the arithmetic between them: units that went to that market, multiplied by the packaging on each unit, summed by material, priced at the rate in force.
Placed on the market means despatched, not ordered. The count comes from completed outgoing stock moves. An order that was never shipped placed no packaging anywhere.
Returns come off. Customer returns received in the same period are netted off, because that packaging did not stay on the market. A return in a later period is not retrospectively removed from a filed declaration - and should not be.
The UK charges producers for household packaging only. Most other schemes want everything. The Basis field decides; with Household packaging only, components not marked household - your pallets and outer cases - are left out.
Per component, not per material, because eco-modulation is a property of the component:
tonnes = component weight x units shipped / 1,000,000
fee = tonnes x base rate x recyclability multiplier
x recycled-content relief
A bottle rated green and a label rated red on the same product attract different multipliers. Charging both at the base rate would be wrong in both directions.
The rate used is the one in force for the period, not the newest one. A 2025 declaration prices at 2025 rates.
Products shipped into the market without packaging data are listed on the Missing Data tab with their volumes. They are never assumed to weigh nothing.

Once computed, the Evidence tab holds a snapshot: the rates used, their source URL, whether they were confirmed or illustrative, when they were verified, the period, the basis and who computed it. Fees are assessed on self-declared data and regulators audit; this is what lets you explain the figure a year later.
The app does not submit. Compute, then transcribe or export into the regulator's portal, then use Mark Submitted and record the reference the portal gave you.
A submitted declaration cannot be recomputed. Copy it to a new draft instead, so the filed figure stays what you actually filed.
