Why they are records, not a wall chart
A missed EPR deadline is not recoverable by working late. The data covers a period that has closed, the portal opens and shuts, and the penalty is per day in several regimes. So the app raises a real Odoo activity against a real person, well ahead - rather than colouring a field red on a screen nobody opens.
What appears
Obligations describe a recurring rule ("1 April and 1 October, every year"). A deadline is one occurrence of it, so it can be assigned, completed and looked back on.
Deadlines are only created for markets you are registered in or that the latest assessment found you shipping to. There is no reason to carry the whole world's calendar.

Registration gets the longest run-up because it takes weeks of paperwork, not an afternoon.
Who gets told
The person set as Responsible in Settings. One activity per deadline, once - the app does not nag daily.
Closing one
Done when it has been filed or paid. Not applicable when it turns out not to apply to you - which is a decision worth recording, not a thing to delete. Link the declaration that discharged it, and the whole chain is there next year.
Dates we are not sure of
Some seeded deadlines have not been verified against the regulator's own published material. Those obligations are flagged needs re-check rather than presented as fact. Check the Obligations list under Configuration, and confirm anything flagged before relying on it.
